All of the above are very good answers and yes you do have the right to complain on an officer. Its part of the checks and balances. Officers are people too and some of them cross the line making the rest of us look bad.
This is what I would do.
Get all your ducks in a row. Document all incidents where he has harrassed you or your friends. Get copies of any citations (tickets) written to you or your friends and have them (if they are willing) write out a statement as to what had happened. Also talk to your ex-boss and see if he would be willing to give a statement as well. Then until this situationis resolved, continue to keep documenting everything new that happens. To include everyone you talk to in order to get this resolved and the dates and times you talk to them.
Remember, depending on where you live (check into your local laws first, I know this is how it is in Texas), you can record your conversations with others as long as one of the persons being recorded (You) knows its being recorded. Get Audio recordings of everyone you speak with on this matter.
Then go to his immideate supervisor. Everyone has a boss. Even the Chief of Police has someone to answer to. If you are not getting any results from the Police Department this Officer works for, try another agency. Local Sheriff's Department, State Troopers, etc.....
Also consult a Lawyer. He maybe able to point you in a better direction. There are some lawyers that love to go after Municipalities, because they have deep pockets.
If what you are saying is true, then you have a good case. However, you have to be telling the truth and not just making it up. Remember that you will have to give a sworn statement to the abuse, and after the investigation is all done, if you are found to have been lying and gave a false sworn statement, they could file charges on you. Again part of the checks and balances.
I do not know your situation, but I have been part of this same type of complaint except for the dating of the ex-girlfirend. You did not get into detail about what the other officers are yelling at you for or why they are stopping the vehicles leaving your house.
I am a police officer in Texas. I have a house in the area I work know for dealing drugs. When I have reports to write, I park down the road. When a vehicle leaves the residence, I try to get a legal traffic violation on it. If I don't then I have no reason to stop it and don't, but if it makes a traffic violation, then I stop the vehciel and see where it goes from there. Also I have been dispatcehed to this house several times. Neighbors have made neumrous complaints about drug activity. So not all contact with them is self initiated by me, but they do not know that when the police respond. When I am off, other Officers will respond to the residence for calls of drug activity. It looks as though I am harrassing them, but everyting I do is legal.
This family filed a formal complaint against me. They even gave sworn statements that they lied in about my behavior. Our department has in car videos and I was proven not guilty. However the DA did file charges on the family for lying in their sworn statement.
As an Officer it is part of the job to have people complain on you, and I sugest that if an Officer is abuseing his power that you file the complaint. I do not want another Officer making me look bad. However ther are lots of people (Just read any number of the questions and answers on this site) who hate the police just because they are the police. I have learned the ones that hate us the most are the ones breaking the laws. Go figure!!! So if we (police) are going to let you file a complaint on us, we will file back, if it is untrue.

There are some important things to have before filing, or contacting the officer's department. Have the officer's name and badge number along with the exact time and location where this mistreatment occurred as well as names of any people that were there to witness it. If you do not have the officer's name and badge, the time and location along with a very detailed description of the officer may suffice.

One piece of advise, and you can only answer this honestly to yourself, if you are provoking this officer to rank on you then simply stop, if you are not, then as the events occur, call your local 911 in order to report the incident, like another officer was parked down the block waiting for someone to leave your house to pull them over, then as the situation gets worse, contact your local city government, the mayor, or his subordinate, police harassment is not acceptable, we are the people who deprivate people of their freedom when they break the law, so i believe we should be held to a slightly higher standard...

You can always contact the Police Commissioner's Office. Or contact your elected member of Government. Don't just call them though, that way you are just another crack pot, be prepared to put some time into it if you really want results.

Go to a different police station and fill them in. Or go up the chain of command in your local station until you get what you want.
