The champagne will affect you more quickly. If the sugar content is higher that will come into play but it's mostly the carbonation that helps you digest the liquid quicker which helps the alcohol enter the bloodstream more quickly. It's like when someone is drinking straight rum and the second person rum with soda. soda will be affected more quickly.

It all depends upon the sugars left in the wine so champagne would probably give you a hangover as oppposed to drinking a dry, not sweet, red wine like a Burgundy or a Merlot.

Most likely both have a similar alcohol content, so about the same. Champagne is a type of wine.

Is getting drunk your ultimate goal? If so, go for the bottle of red wine.

I remember reading somewhere once that you can get drunk very quickly on champagne. I think it's something to do with the bubbles in it.

Champagne because it has more sugar, and you'll also have a worse hangover.

12.5 % Bonny Donn Big House Red
12.5 % ANTECH - CREMENT DE LIMOUX 2003
Chemically speaking they will have the same alcohol effect, but other factors may affect you, such as sugar sulfites, etc.
