The guy was probably on the pot. Maybe the law requires it to be open but did not budget any money for occupying it.

This is not a problem peculiar to Tennessee. There are many states where the truck scale is shown as "Open" but there is no one on duty inside. Westbound Interstate 8 in Yuma, Arizona would be a good example. I personally consider it be plain laziness on the part of the scale master.

This is usually a way to control traffic by diverting the trucks past a point to allow the cars to have a free run past you. It is also possible that it is one that uses cameras and alarms and is only activated when you go over it too fast or your load is overweight. And sometimes it's just because someone forgot to turn off the sign.
