Long history of violence, actually we are quite civilized now. We no longer tar and feather scoundrels, have family feuds{SHOOTING] no longer burn witches to the stake, or have vigilante justice, duels to settle differences, to cite a few changes that have occurred in the last 200 years.

Because no one is afraid of the consequences anymore.
Laws were created as a deterrent to crime first, as punishment second.
Due to an overly "PC" society with too soft a touch for criminals and trouble makers, they choose to think these people deserve more rights/civil liberties than the rest of society, and or they (the perpetrators) are NEVER to blame-they can always find some other entity to point a finger at, or they chalk them up to products of their environment that are unreachable so they discard them - and the ones that ARE not able to be rehabilitated, THAT'S who they spend the money on, and if you tread on their rights the ACLU will get you!
so to sum up:
1) too soft on criminals
2) no accountability
3) wasting resources better spent PRO actively as opposed to RETRO actively
4) judges that prefer to make their own legislation instead of following the WRITTEN law
5)too many rights for criminals/too many chances
I could go on but you get the gist....

1. punishment never fits the crime: there should be stricter laws against violent crimes (rape, statutory and other; shootings; etc.) than against drug crimes (selling drug such as Marijuana, etc.)
2. no more family values...too many kids are being raised by kids (young teens); these kids never really get a chance to be kids themselve before they become parents. this leads to these kids getting stuck in a system of welfare and poverty. leading to resentment for those who look down on them and anger leading to violence against others for having more..it's a chain reaction

Because the punishment is too lenient, kids get a slap on the wrist for first offenses which makes them go out to see what else they can get away with. Also, there are way too many single parent homes and kids do not have positive role models.

our capitalistic market makes us as a society compete against one another, capitalism makes us survival for the fittest
Addiction is another reason, i'm not talking about something like pot, but the very addictive substances like tobacco, meth, and crack
Third, is poverty is so common here and we have many expensive needs in this country just to live.
