Either sit at a computer beside her and wait for a time where she seems not to be so intense in studying or she may just find you annoying. Ask her a question about the computer or if you can see what she is doing i.e history e.t.c and you know a bit about it start up a conversation about that.
Smile at her to get her attention.
Or you could wait outside the library for when she comes out and approach her then when you do not have to be quiet. I would try and speak to her when she leaves the library as if you try and speak to her in it and you get her into trouble for talking, i dont think she would be too happy to keep talking to you.

Ask her if you can borrow a reference book, and the normal answer would be, No. Ask her what you can do as you need the book very badly. The normal answer would still be ,No. What if you bring the book back in another half an hour. Ask why she doesn't want to help you... take it on gradually, intelligently and seductively with a bit of respect.

You can always do what these guys would do for me they would tell me I am sorry miss your working hard but my computer is stuck could you please help me there is no assistant here annoyed I would re start the computer and then they would say thanks could we go out for some coffee/hot tea or hot chocolate I then realized that they wanted to go out with me I said sure and we went from there so good luck my friend and go get her
