If say a welding machine had its voltage adjusted while under load and in use, could an electrical shock be generated and thrown from the units transformer by this action? Possibly causing injury?

yes- that like changing your tire while driving down the road. Dont do it.

You should never adjust the supply voltage as required by the welding machine. If you are attempting to adjust the 'work amperage,' I suggest you do it while not actively welding. Moving the electrical 'pointer' across the windings while welding may do some major damage to the windings.
