Why not speak to the Irish embassy? You have to speak to them anyhow to get your emergency passport issued.

You can get one in a day if really really necessary.
You've got to go to the passport office, bring, old passport (if you have one) I.D, signed photo's, proof of upcoming travel.
You should ring the passport office and ask what you need, if you don't have everything, they won't put it through, it's also more expensive than a normal passport.

Presuming all your documentation is in order, and you are entitled to a passport, they can do it in one or two days, but they will need proof that there is an emergency, proof of travel (tickets, etc.) and also an extra 50 euro on top of the passport fee, or an extra 100 if it needs to be done out of hours.
