What's the history behind the observance? It doesn't feel right to call it a holiday. Is it true you can be jailed for eating in public during Ramadan? How is it celebrated differently by different sects? (Sunnis, Shiites, etc.)

It's to make Muslims feel like the poor. It's to make us feel the hunger pangs and the thirst pangs so that we have more appreciation for the lives we lead.
No, you can't be jailed for eating in public during Ramadan....
And it's not really celebrated differently. It's just that we all fast from sunrise to sunset.

Its your choice to fast

But we fast so that we know what its like to be poor, be in their shoes for the day.

We dont eat from sun up till sun down, then we have a big feast

Speaking of half-truths, truths that lie because they are part of the whole truth, Christians and Jews also fast...as a means of showing some sacrifice...
