1.)he laughs at my jokes, and he sits next to me in keyboarding (abc order) and he is really nice to me, and he talks to me. i am not sure if he likes me, or if i like him, as more than a friend. i am not sure if he is the guy for me. i mean, i like him, just not so sure. i don't want to be the first to make a move, if anyone does!
2.) i like this popular guy, and he is always with his friends, i never find the courage to go talk to him! he is really hot (i think) and i'm not sure if he has a gf. i really like him, and i don't want to be the one to ask him out. how do i get his attention?

#1 Ask him, the worst that he can say is no. This ia the kind of guy you should date. If he is comfortable to be with you will have half of a relationship already. #2 If he has a girlfriend, you should just wait and see. If it is ment to be he will come to you

First of all don't be afraid of rejection. You are going to have to talk to him. You don't have to walk over to him and say you like him. Just play it cool and make small talk and let nature take it's course.
Your friend is a guy, that's great, continue to be friends and if he's right for more than friends it will happen without your trying. By then you should know in your heart if he's the right man for you.
Don't push the issue, again just let nature take it's course.

2.) Find out what his interests are and try talking to him about.

why would you want to date a popular guy? from my experiences they arent the best.
try and find out if your friend likes you. drops hints so you dont have to ask him.
