I think the people of Houston suffered immensely (and still do) - just because they ended up hosting the Katrina evacuees! Now, this city has more crime than ever before.
I think the effects are still evident and is not measurable on a tangible level.
Think about this:
The US/state and local governments are expected to rebuild New Orleans and other affected areas. People complain that it isn't enough. Sorry - but I don't think someone who lived in a shack should be ENTITLED to a brand new home that cost 100 or more times as much as the place they lived in before, do you? This is the argument - entitlements for the poverty-stricken and underprivileged. It is a vicious cycle.
No matter where you live, you're a part of this overwhelming problem.

It was particularly difficult for those who do not attempt to help themselves until it is too late. I would submit that those people fall under all races and socioecinomic backgrounds. However since many in the affected areas were black, so too were many of the afore mentioned groups.
Note also that Katrina affected more than just New Orleans. You just didnt hear as much about other areas because they were made up of many more people who are used to helping themselves. Rural people are generally better prepared simply because of the facts of where they live.

no,ilive in new orleans.everyone suffered and just about every area was devastated.unfortunately the caucasian race doesnt have jesse jackson,bill cosby,aclu,acorn and a host of others to speak for them and i canunderstand no one speaking for whites cuz they would be classified as racist. ya gotta luv it

It was devastating for the very poor (most of which were black) and the elderly. This added to the perception that the Bush administration didn't care about blacks.
