My city (Austin, Texas) hasn't banned them, but there is an ordinance against blowing debris into the street. But guess what? People do it anyway, especially lawn service companies, and I doubt that anyone ever gets in trouble for it.

Yes, gas blowers. Palo Alto, CA has banned them.
Think it is noise and not air quality.

i am not sure about totally banning them, but where i live, in a Chicago suburb, you can't use on e before a certain time in the day.
