Sleep in their rooms with them for a little while. Even though it may seem annoying, it will get them into the habit of not leaving their rooms. They may even begin to sleep through the night.
Do they share a room? If they don't, then you may have a problem.

I bring my daughter back to bed, tuck her in and tell her that I will leave the door open as long as she stays in the bed. The reward for her is not having the door closed - but open - just as long as she stays in bed. It works for a few nights at least.

I used to have that problem with my four year old. I started a routine that helped him quite a bit. I started giving his dinner and baths at the same time every night like a routine. I also let him go "nightlight shopping" with me, and let him pick out his very own nightlight. We read a story every night, and tell him that I am very tired and I want to go to sleep. We do a "night-night routine" too, where I kiss him, hug him, and give him an eskimo kiss every night. It has really helped him tremendously. Good luck!

Short of tieing them into their beds, try tiring them out more before bed. Also, if you get up and walk them back to their beds and tuck them back in they may tire of comming to your bed nightly.

leave their door open but put a safety gate across that way they will learn they just have to go back to bed.

you have to keep putting them back in their beds and telling them to go to sleep there. NO MATTER HOW MANY TIMES they get up. EVERY TIME its STRAIGHT into their room. NOt letting them into your bed, not letting them into your room. STRAIGHT back to bed.
Even if it is 100 times a night and no one sleeps.

go for rewards for the one that stays in his/her bed all night..it's easier when they're 2 cz they'll be jealous if one does it
