Because the type of sweat glands that produce the odor are immature and not developed enough to be functional in small children. We have two types of sweat glands, those which cover most of the body (called eccrine), and those found only in certain areas like the underarms and the pubic area (called apocrine). The former are active right from birth and produce odorless sweat; the latter become active only in response to the hormonal changes induced at puberty and produce the kind of sweat that stinks when bacteria act upon it. Supposedly in the earliest days of humanity, body odor had some kind of sexual attraction property (rather like the pheromones found in animals); in civilized society, however, most of the time the cultural norms dictate that the odor(s) be masked or eliminated.

They can actually but BO is usally directly related to bacteria clinging to underarm or pubic hair which then starts to stink. Littel kids don't have body hair yet so they just get slimy unless they are obese and have huge folds of skin for bacteria to get into.

Younger kids don't have body odor because their testosterone gland or pituitary gland has not produced enough hormones in their bodies therefore they do not make body odor or need deoderants.

They do, but it takes longer to build up to a noticeable level because of the lack of body hair

I'm pretty sure it has a lot to do with hormones... so until puberty, everything smells good.
