She´s only nine inches tall, I was told that I can take her in a pet carrier under my seat. Is that true?

Yes, you can in fact do that. Most airlines give you the option of taking a pet in the pet carrier underneath in the cargo plane, or if small enough in the cabin with you. This shouldn't be a problem. Check the policies of the airline you are flying. They may or may not require current proof of rabies shots to take the dog in the cabin with you. They recommend not giving your pets sedatives before the flight because they will not be able to balance themselves and protect themselves from sudden movements. If you think that your dog may bark a lot when in the cage it may be a good idea to take it in cargo. Otherwise, if you want to try sedatives, speak to your vet first.

Depends on airline, most do allow, however the airline that I work for ( Air Canada) is no longer allowing as of Sep 15th. Too many problems with owners...you see they need to be in a carrying case that fits under the seat and you are not allowed to remove the pet from his case ( because of other passengers being afraid and having allergies)
A alot of people said they had no problem with this, but when the door was shut they proceeded to re-write the book and do whatever they felt like...

I almost had someone arrested because he got so outta control on the plane...

All this to say, some airlines are changing their rules...check with he airline

Some airlines allow this, others don't. You have to book this in advance since they usually limit each flight to two pets in the cabin where it is allowed. You generally also need proof of vaccination and a health certificate from a licensed veterenarian, usually issue within 10 days of the flight.

It depends on the Airlines you are traveling with, but in most cases you can pay extra and bring you animal on board.
