I am supporting light fixtures from wind and snow but the architect wants everything as small as possible.

Have you tried a web search for "dinghy rigging"?

I got quite a few hits, some local ( I live near a harbour). 2 1/4 inch long turnbuckles were the smallest I found though from a US supplier :

Suggestions: hardware store, stage rigging shop, marina where boat rigging materials are sold.

Alternatively, if it is to be very small, can you use solid wire instead of cable and rig a miniature Spanish windlass...? If it does not need to be flexible (as in aircraft control applications) that might work.
