Generally, it's a guy's duty to make the first move. However, if you are so sure you want him, then go for it. We live in very liberal times, and most people would say that it hardly matters as long as you're happy with your choice of man. Some blokes are naturally shy when it comes to choosing a mate so, one of you has to make a move. He probably doesn't even know you fancy him. As far as I know, most women fear being single for the rest of their lives and feel that it is their duty to marry and have children because they don't feel fulfillment as a woman.
All of what I have said presupposes that you are female, because I don't think a man would ask such a question.

Well, it depends on how long you know each other and usually men do. A girl shouldn't make the move or she will look cheap.
