as i learned, there are only a few adjectives that come before the subjective, they are ( i learned it as a rhyme)
beau bon grand petit
haut gros long joli
jeune vieux mauvais méchant
vaste large et sois-disant

Placement of adjectives is from the general (international) to the specific (Ibsen).

Think of making a Venn diagram of the item being described. the adjectives should be placed in the order which describes smaller and smaller subsets.

The set of international conferences contains the set of international conferences about Ibsen.

le 7è congrès international d'Ibsen! Adjective is always placed after the noun. In your phrase, the noun is "Congrès", as Ibsen is a "complément".
For example : "la voiture rouge" (the red car) and "la voiture rouge de mon frère" (my brother's red car).

Edit : oh well, speedy bionzalez is right!! adjective is always placed after the noun but there are some exceptions :
la petite voiture (the little car), la grande voiture (the big car). Don't remember why theses adjectives in particular and not the others, in fact I learned it at age 8 so...

I would think it would be La septieme Conference Internationale de l'Ibsen, so I'm pretty sure international goes first.
