It's not when, but where.
I don't care how much you use your cell phone, just don't be talking loudly all through my meal in a restaurant, or almost hitting me when you turn a corner while you're driving, or rear-ending me at a stop light that you didn't notice, or talking loudly in the computer lab at school, etc, etc, etc.
So, you see, we couldn't care less how much you use your cell phone, we just want you to use it where it won't cause us any trouble.

Because there is a time and a place to use your cell phone. That is:
1. Nowhere close to whatever theater I just paid $10.50 to watch a movie. I am pissed off enough at getting ripped off with the ticket, worse if I took the wife since it means buying overpriced snacks.
2. Nowhere close to whateve restaurant I am blowing $50 or more on crappy food. I am miserable enough as it is with the overpriced food and the rude waiters to have to also get annoyed at the stupid cell phone.
I am a strong supporter of cell phone use, and I believe they are a priceless tool in an emergency. That said, if it is 11 PM and you are watching a movie you don't need to call your girlfriend from your seat to talk about nonsense.

I don't care when someone uses their cell phone... it's the manner in which they use it. As a business owner, there's nothing more inconsiderate than trying to hold a meeting and someone's cell goes off.... and the person answers it! Obviously they're not that concerned about their job or the company.
If I'm in a conversation with someone one on one, there's nothing more annoying than them answering the phone... which indicates to me that our conversation and my time is not important to them.
And last, if I'm out with friends, family, colleagues, whomever... I really dislike being subjected to someone else's conversation when they're standing there on the phone.
There's a great little invention called voice mail. If your call is that important, the caller will leave you a message and you can return the call at a more appropriate time. Also, you can turn off the ringer for meetings, meals, etc.

Because generally people speak about 10 times louder on the phone than they would be sitting and talking with someone next to them. It is annoying to listen to half of a very loud conversation. Plus, most of the time people yakking on cell phones (LOUDLY, of course), are talking about the most inane subjects.

people care if you talk on your cell phone next to them because it is loud and it is invasive; you should keep it quiet just like you would a personal conversation with a person who was there in person (like if you were in a doctor's office); for some reason, people get on their cell phones and lose all sense of VOLUME.
other reasons--people who really suck at driving and talking on the phone; like the kind you can tell are talking on their cell because they are swerving around in front of you--that's called dangerous to yourself and others.
as for minutes? who cares? that's your responsibility or whoever is paying for the phone; not any of my business whatsoever.

Well i don't really care when people use them but i really do think its unessasary to talk on the phone while dining at a nice place.
but talk all you want but just don't be talking LOUD so everyone knows that you're on your period or your looking for a box of condoms.
some things are ment to stay private so don't have a shouting match with a boyfriend/girlfriend husband/wife while on the phone in a public place.
but talk all you want...its ur minutes not mine

usually it is perceived as you are being rude to them. You may be looking right at them and talking to someone else. Or you may be louder than you think when you are on the phone causing everybody around to be distracted. Back in the day everybody went to a designated spot to talk on the phone. And nobody expected to hear you on the phone in the public restroom.
