I believe " " marks are necessary, or you could phrase it this way:

Lucy looked up into the sky; she wondered what it would be like to live there.

The second way is more typical of professional writting.

I think it's

Lucy looked up into the sky.
'I wonder what it would be like to live there,' she thought.

Like with the apostrophe instead of quotation marks.

No, my teachers tell me you are not supposed to use quote marks for thoughts.
