check the online sites first like expedia or travelocity and see how much they are going for. You will likely travel to San Francisco and get a connecting from Oregon to Manila. Then shop around the travel agencies. Go to agencies that particularly handle Asian flights. They can normally offer a better deal or have access to more flight information than usual.

Check out http://www.iBtraveling.com and try some of the travel sites posted there. Priceline is posted there too where you can state your own price and if it's accepted, you'll get the tickets. But beware with air flights, they may give you times you don't like at early mornings, weird times, and if your price is accepted, then you have no choice on flights, but the price will be nice. try going to travel agents nearby in your area, im pretty sure they have deals nowadays. my best friend just came from there not to long ago and she and her bf had a good deal with tickets.
