I don't know exactly WHEN, since Microsoft keeps changing their ship date. BUT, if you have a computer that is a couple of years old, DON'T GET IT until you learn if YOUR computer will work with it.
Beta testers reported many hardware and software compatibility problems with their existing gear. So unless you are ready to BUY all new again, then DON'T.
Your next computer WILL be Windows Vista, if you wait too long to buy a Windows XP box. Microsoft, Dell and others will simply stop shipping computers with XP. I do expect that computer prices will DROP that have the old Windows XP on it; especially if there are hardware compatibility issues with these models. You may find that some complete desktops with monitor will appear for $400 and less, as retail stores hope to DUMP their inventory. eMachines and other off-brands might be even cheaper in these "fire sales".
But I would wait for about 6 months before upgrading an existing system. Read about every software and hardware item that you own.
Hey, when a friend of mine bought a new Windows XP machine a few years ago, he was gravely disappointed that his Scanner and Zip drive would not work. He was also forced to buy some new software.

When Microsoft's Windows Vista comes out next year, it will have unprecedented protections for content, such as video inside the system, in hopes of foiling would-be pirates.
The new technology, which could go as far as automatically turning off outputs connected to devices deemed insecure, is aimed at persuading Hollywood studios that the PC can be as safe as any consumer electronics device. Microsoft hopes that Windows-based computers will ultimately form the heart of digital home entertainment networks.
Here's what you should know about the new protections inside the operating system and how they may affect your equipment
