First of all their not midgets, not only is midget a inappropriate word, medical science has eliminated the medical cause of same. A midget was a person who was normal in all ways except size and now they can give children hormones etc. to prevent stunting growth. What most people refer to as midgets are actually dwarfism and all prefer to be called Little People (politically correct) and hate to be called midgets. They are not
disabled, they are just small.

not unless they really have a disability, just because they are
short on height ,that does not mean they are able to preform
in work
