I see conspiracy in many things but it is difficult to imagine that this sad event was anything other than incompetence.
The failure to challenge Menzies before he was close to the station suggests that the officers at the scene were awaiting authority to act and the delay cost Menzies his life. Were any officers to face prosecution, their testimony would doubtless be very informative.
The investigation by the HSE serves no purpose and is merely a ruse to delay publication of evidence. Lawyers will earn fat fees and their costs together with any fines levied will be met by the London council tax payers.
With two fine examples as a basis, I think it is probably that the word blair will one day enter the English language to describe someone who denies knowledge of and evades repercussions of events that are within their responsibility. Talking about (say) a hit and run driver : "he blaired out of that one".

He was shot by accident after being mistaken for a Muslim suicide bomber. What sinister motive could there have been?

When you have some Muslims in the country who use Islam as an instrument to terrorise Society, then you must accept that innocent citizens will be under increased suspicion, or oppose it.

He was shot by accident whilst the police were searching out terrorists. It was believed he was one carrying a bomb ready to detonate on maybe a train(we as a nation had just suffered the tube bombings). He was shouted at to stop, but he didnt,so they shot him simple, the police had to be deadly as if they just winged him,he could have still detonated any bomb he may have been carrying.Would people be moaning if it turned out he did have a bomb..

He was shot because he should not have been in this country as he was.If he were here lawfully he may or maynot have been where he got shot, hard to say.I would not think if it were you in his country that there would have been the ado,and you would probably not been allowed to be critical of the Police there.

His death was unfortunate. He was completely mistaken for a terrorist, an error I believe the police regrets deeply.
