He sits next to me in class, he stares into my eyes when i catch him looking, he's always smiling at me he's playful with his eyes but doesn't talk to me much but sometimes he does things that annoy me (cracking his fingers, taping on the table) and all. I want to tell him how i feel but am afraid he doesn't feel the same way. What do you guys think if you were in the same position?

talk to him dont start of with much just a hey urite? And then move it on a little. Everyone says the worst he can say is no but im affraid that isnt true. Stare into his eyes flirt alit but do not ask him out wait for him to come crawling.

Well i would ask a friend that also talks to him to find out. If he does feel the same way go for it if not I'm sorry find someone else i don't mean to sound harsh or anything but its happened to be before and believe me i know how you feel right now.

Yup, I think he likes you. If you like him too then maybe start a conversation if you want. But beware, sometimes guys stare at you and try to get your attention for other reasons. Start off light and impersonal, and if you like where its going, try moving forward a bit.
