Dear ________,
Thank you for your answer. I'm sorry for springing such an issue upon you without warning. That much is my fault. But the brusque way in which you handled the whole thing is your fault in all entirity. I mean how hard is it to say no. Althought you intentions were clear from the very outset. You could have, in everyday language, "let me down easy" instead of leaving me hanging for a week. So as a note for the future let people know in a more clearer manner.
I will conclude by saying that I hold no grudge or bitterness for you in my heart and wish you luck in all your future endeavors.
Your's Sincerely

I wrote this letter to a girl after she tells me after a week that she likes someone else. Is it appropriate?

I think it's a weird letter and if you send it, it shows you still care about her. The best thing to do is leave it alone and really believe in yourself that it doesn't matter what she did to you. Don't send the letter. Just move on with respect for yourself.

if her intentions were clear from the start you should have called her up wishing her good luck and said it was nice knowing you
