can't, pack it in your checked baggage you won't need it befor you get to your destination anyway

just check it in your baggage. It does not matter if you have it in an envelope or a tube, or even your hand...you cannot bring toothpaste on board an aircraft. If you absolutely MUST brush your teeth on board an airplane, try some baking soda. Though that might arouse some suspicions as well so perhaps its best just to grin and bear it

Why do you need your toothpaste in your carry on? Do you plan on brushing your teeth in flight? Just put your toothpaste in your checked baggage like everyone else...
