Well, my first concern for a room is if it's adequately heated and cooled. That is easily fixed with space heaters and window air conditioning units if there is a good electricity source in the room. What do you consider relaxing? If there is a concrete floor I would invest in concrete paint and paint it a nice warm brown first. Then I would paint the walls in a "relaxing" color. That's different for everyone. Some people find red or gold to be warm, cozy, and relaxing, others like myself find pastels to be calming and relaxing--that's why my bedroom is a very pale celery color. I would then get large area rugs. Some carpet outlets will actually bind their remnant pieces for a small fee. I would have fun finding used furniture and decorations at second hand stores, garage sales etc.

That sounds really exciting, but where would you put all the stuff that's in the storage room? I really want to do that in my in-laws place because their house would be beautiful if they didn't have so much junk, but they won't let me throw anything away - in case it's useful!
If I were you, I would have a big clearout and throw away pretty much everything, or give things away to people who are into junk (I am so praying you don't know my in-laws). After you've cleared away everything then just take a big look around, then I'm sure you can come up with colours and styles. Have fun though, it sounds like a big project!

Garages are notoriously cold in winter and too hot in summer.
My plan of attack would be to invest in a Velux roof window for the light and ventilation.
Second plan, have the central heating run out to 2 radiators .
Third lay down 1" poly foam panels on floor covered with 1"plywood, this will make the floor cosy. 15% of heat is lost in a floor.Fourth. Batten walls and ceiling and have insulation between battening
Fifth. Plasterboard and skim. , making sure that you have plenty of sockets for the tastful lamps that you are going to buy.
Lay carpet, paint walls "BarleyWhite"

I done this for my inlaws. it was a detached garage, but basically i cut out lots of brick work to put large windows in. then insulated and plastered the inside. they now have a really nice room where they can chill out and look into there garden. It didnt cost to much and as long as the neighbours dont complain and your not thinking of moving for a while it shouldnt affect anything.

Start with the ceiling and use sound proofing tiles, then the walls with soft warm colors and and if traffic is sparse a nice thick carpet. Indirect lighting and furniture to taste.
Hope this gives you an idea.

You will need local county council consents to do this first. Otherwise once your finished and they find out they could tell you to put it back to normal.

Get a local builder in to give you a quote and ask him what in entails. Then if you feel you can do it yourself he's told you how. If not, you've got 1 quote.
