David ~
There have been plenty of really good fighters from Britain , Calazaghe seems to be alright, but Frank D is right "Who has he fought" I know he beat Jeff "Left hook" Lacey" but to be completely honest David, Jeff was pretty much a one dimensional fighter, straight ahead throwing hooks.
Joe has fought exclusively in England and pretty much everyone in the United States has never heard of 3/4 of the guys that he has fought. I think the general boxing public still has to warm up to Joe before words like "The Best" can even be considered. The same thing has happened to Ricky "The Hit man" Hatton, I believe him crossing the pound and coming to America wasn't a good career move, he's been exposed, will the same thing happen to Joe?

To be honest i would have to say no, i would say he fought one of the greatest fights ever by a British fighter in the defeat of Lacy who according to the Americans was the next big thing, and Joe absolutely outclassed him. The reason i would have to say there have been better British fighters is because apart from Lacey he hasnt really fought anybody that great, give it a couple of years though and hopefully he will of taken out Bika and Woods and then go after Beyer and Kessler if he takes out all of those then i would say you could make a case for him.
