Probably because they overslept.
And yes (sheepish grin) I have done this, just once, but it wasn't 2 minutes to 9, we were about 15 minutes to 9, the hotel was nice enough to let us quickly grab some grub.
I apologize that this happens to you so frequently and I can relate. I used to work for a Chick Fil A at a local mall in Central Florida and while the technical closing time for the mall then was 9 p.m., our policy at Chick Fil A was "we don't close until the last customer leaves happy". Once we had a group of about 60 European tourists come at 5 minutes to 9:00 (we had already begun closing procedures) and we had to get all the fryers going again and so forth. By the time we'd served everyone and re-cleaned everything, it was 12:45 a.m. when we finally left to go home.
So, I will try to remember in future to be more considerate of things like that.

My husband does most of the cooking around here. He starts planning tomorrow night's meal while we are eating today's dinner. I'm sitting there eating roast beef, and he's asking me if I want meatloaf or pork chops tomorrow? He insists he needs to know now, so he can move stuff out of the freezer and into the fridge so it can thaw slowly. All those years when the kids were growing up, I'd wait till about noon to plan tonight's dinner. Sometimes had to use the microwave defrost cycle to get it done. But, I have no idea today what I will want for dinner tomorrow. Especially if I have just filled up on what was served today.

I hate those kind of people too. Used to run a restaurant. I have no idea why people wait until 10 minutes until close to come in. We already had the kitchen cleaned, food put away, burners off, and wanted to go home! But you have to please the customer, even though it's half past quittin' time and they still want more and wonder why you're taking the salad bar down. Hello? We want to rush out the door!
And they'd usually order a well-done steak. Fire up the burners, wait, wait, wait. And there were no other people in the restaurant at that hour! That's not a great dining experience!

I guess that a lot of people that stay in a hotel are not in a hurry, so sleep in would be my choice, too. But if breakfast is be done at 9 I would make sure to be there at around 8:30 so I would be out before 9.

If you are staying at a hotel, most likely people dont have to get up early(i.e. for their job) so they like to sleep in somewhat. You should change the opening hours to 7-10am, and see the response you get, same thing will happen.

Actually I'm not one of those people who wait until last minute, but if I happen to wake up late and it's 5 minutes til it's over, I run for it. But instead of making you wait, I just take it back to my room.

yeah, that is pretty rude . . . start cleaning up early!! LoL . . just kidding . . . but they should make a new rule, that if you're not down in the lobby to eat before 8:55, then you just missed out . . . it's not fair to the workers who have to clean it up . . and it also slows you down from the other work to do . . .they are just so inconsiderate . . . and they don't care because its not them that has to clean it up . . . if they want to eat that bad, they should get downstairs on time . . you shouldn't have to cater to them because they want to be lazy and sleep in . . if you want to sleep in, go to a restaurant to eat . . .
