Are you absolutely certain that you both share the same incoming feed cable?

If so, how have you restored your power?
Reset circuit breakers or whatever, or has it just returned of it's own accord?

If it just comes back by itself, you are probably on a different phase of the incoming 3 phase supply in which case the phase you're connected to is intermittent and is a job for the electricity network maintainer for your area.
The network maintainer is not necessarily the same lot you buy power from, but your bill / invoice will clearly state on it who is responsible for network faults.

You may be on the same cable, but may be on a separate core/phase from next door.

If you ARE on the same core/phase then there must be a fault in your switchgear/consumers unit. Possibly a loose connection or a poor contact in the mainswitch causing arcing. Depends what went of and for how long? Did it come on again by itself or did you reset anything??

cannot be on "Same cable". Unless entire set of apts are allpayed by one owner...all units should have own set of Feed wires, separate from main feed to building per code. You failed to mention if any breakers in your flat were tripped...or you had to reset...if so you have a problem in YOUR "Flat".
