Phone the police, try and find out who regulates the park (local council offices should help) phone the dog warden (typical, you can only get hold of him during office hours...so please remember not to lose your dog or find a stray one out of those hours) phone the rspca and report what is going on....these dogs are the victims of the vicious owners who need to be stopped....there is no really any point trying to challenge them yourselves or trying to challenge their parents cause they are usually moronic cretins who don't have a bloody clue.

You report them to the police. Animal cruelty is a felony in the united states. You can get a huge fine or even go to jail if convicted of deliberate cruelty to animal. To sick a dog on another dog is assault with a deadly weapon. This is very serious. Not only is it bad for other dogs but a dog that attacks other dogs will also attack people and children then you have homocide. Call the police immediately.

Report them at once to the police who will then contact the RSPCA and hopefully lock the heartless brats up. Do not allow that behavior to continue a moment longer. It is sick. The dogs must be taken away from them.
Had I been there I am afraid I would be in gaol now because I would have flattened them with a good slap. The horrid horrid little brats. I truly hope Karma is true and they get their comeuppance soon...since yesterday, and ongoing if possible.

If the police aren't interested I'd report it to your local council.
If you know where these kids live then try the RSPCA but if not, I'm not sure if they can do anything.
The council are responsible for public parks and should take it a bit more seriously than the police might (if they're anything like the police round here...sheesh! what do they even get paid for?)

Here is what I would do. 1. Take a camara to the park and take pictures of these people doing this. 2. Take a video camara and tape record these people. 3. Take it to your police department and have those people arrested. Or if you have a cell phone I would call the police department right from the park and let the police pull up and catch these people in the act. They deserve to be in jail.

I wish i could see those kids, so i could let my dog loose on them(i have a boxer). That is really mean to dogs. Its actually illegal to do that. If you see them do it again, you have to call the cops before a dog or a person accidently gets hurt.

report them to the police and rspca and keep reporting them till something is done about it, keep a note of time and date's that you contact them and if nothing is done within a couple of weeks try contacting your local MP, after all it is his job to help the community.
