Closed captioning is a service for the deaf: It types the dialogue from a TV show so that the deaf can read along as they watch TV. I believe that all new TVs are required to have the technology to read this signal, which is sent with just about every TV show now. "Provided by this company" means that the company being advertised has paid the closed-captioning fee in exchange for the recognition. The charge for closed-captioning is because someone actually has to watch the program and type what is being said. There are even closed-captioners who are really good at what they do and provide the service for live events.

It is the typing for the deaf to read what is being said on teh screen. Each show, has someone who sponsors it, in order to get there name mentioned.
