Either because of karma or because of the choices people make. New karma is being created continually by the actions, thoughts and words of people-some of the outcomes are good and some are not.

Karma works both ways. Bad, and also good. If you believe in Karma---you should believe that bad will happen to the bad, and good will happen to the good...

Don't forget, that even with the Reaping and Sowing Laws (what some call Karma)
there are OutLaw Spirits (Angels kicked out of Heaven) who will attack you for no reason what so-ever.

I think karma is just a way for people to comfort themselves and drive home the image of "Good guys win eventually"
Im pretty sure many evildoers get away unscathed...but it does gives us a good feeling to read about stuff like, "Animal abuser mauled to death by lions in zoo."
