Diet is also important. Exercising 3X a week is great, but if you're eating 3X as much, you'll see opposite results. Men generally gain weight in the middle, they lose top to bottom. Depending on the exercise you're doing, the best option to lose weight in the belly is to include cardio. You can do as many sit ups or crunches as your body tolerates but you won't see results unless you burn that layer of fat. Limit your bad carbs, like white bread and sugar treats, like donuts or chocolate. Eat high fiber foods, go easy on the beer and include at least 30 minutes of cardio in your work out...and remember just because you've exercised doesn't mean you have a free for all pass to eat...doesn't work that way. My ideas? Try to do 200 minutes of cardio a week. Remember fat does not turn into muscle, so you need to lose your fat while putting on muscle. Work hard, but don't over 60 minutes at a time. Do planks and other abs exercises on alternate days.
On training days, do 5-10 minutes of cardio to warm up, then do your weight training. Do 30 to 60 minutes more of cardio, then go home.
The best time to eat is just after your workout within an hour when your metabolism is raging. For your muscles, incorporate some isolated soy protein or whey protein. Whey is more potent but the soy tastes better!
Don't look at your scale as the be all and end all, but get a measuring tape to check your progress, and that will show more tangible results.
Read magazines like Shape, Womens Fitness, Fitness, etc to get tips and to stay motivated.
Good luck and stick at it. This plan has lost me 20 lbs in 12 weeks so far, just go for it!

I need more details in your question: three times exercise means what? ten minutes? One hour? What do you exercise? How long have you been exercising? You need to be more concise if you truly want good advise.
Anyway: start by taking less sugar, drinking less sodas, no candy or chips or in-betweens of any kind, move regularly, at least half hour per day to break a good sweat, add some fitness exercises and try to swim somewhere at least once a week. Keep this up for at least three months and see where you stand.
