If the personalities don't change, then Butters. Cartman, though smarter and more wily, will end up getting the girls mad at him sooner or later. The whole bad boy thing only works if you have a measure of actual consideration for the girl - and its doubtful Cartman would. Butters, though wimpy and often clueless, has a sense of loyalty. Assuming he doesn't go nuts with the Professor Chaos thing, he's far more likely to be the kind of guy that girls will see as safe and acceptable.
Of course, neither one of them are going to end up being studs. It's just that Butters will appeal to the girls looking for someone nice and sensitive, whereas Cartman will appeal to the girls who like bad boys- but he'll end up ticking them all off.

Cartmen is manipulative and many women can experience that suitable off the bat. (Plus he's purely evil, come on) Butters is sweet, real and awkward. Cartmen will in all probability get extra chicks, yet Butters could have better relationships, till he come across a real controlling whack-activity. (which would be an episode suitable there! call me Matt and Trey!)
