When you clean the counter do NOT use an ammonia based cleaner. These just attract more cos urine is ammonia and will make ur cat just continue to use the same area
Use a vinegar solution to neutralise the smell and a citric based cleaner.
Also one litter box among 9 isnt really enough. You really should have about 6 at least. Or a few really big ones

It doesn't want to share the litter box. 9 cats? That is 9 you know whats. You would have to clean it several times a day. Try getting 2 boxes. I really don't know other than they make a spray to keep cats out of areas where you don't want them. I use it in my home. It has a pleasant odor. I only have one cat. That is enough and I love cats.

Keeping a litter box clean with 9 cats is nothing short of a miracle. Sprinkle some red pepper in area that cat is going, sometimes it helps. I think you have a health hazard.

she is probably scared to get over to the litter box because of the ones who are picking on her if you can give her a separate litter box in a room where she stays the majority of the time and just make sure everyday she does number 1 and 2

Get the cat fixed, She is marking her territory, with nine cats that's exactly what she is doing.
I love cats but I definately know how to STOP one from peeing on my counter and it involves serious violence!

Cats are offensive creatures, try using a squirt gun on it everytime you see it doing that.
Cage it when you are not home.
They are not social creatures and some that many cats might be making it hard on the one to show dominance over the others.
