Probably the taxes are so high to pay for all the graft and corruption. If you dug into it I bet you'd find a lot of special interest waste of taxpayer money and crooked politicians paying themselves huge amounts for jobs they don't do. This is what happens when voters don't pay attention to what the rat-bastard polticians are doing and just let them steal the money. If you threw half of the politicians in jail I bet you'd find the taxes would go down.

High taxes depress the economy. Reducing the tax rate actually increases the total tax collected. Think of it this way, if you had the choice to do business in a city with an 11% tax rate or a neighboring area with an 8% tax rate, which would you choose. Another way to look at it is: If you get to keep $0.89 for every dollar you earn or $0.92, which will motivate you to earn more?
