not a trainer.... but a choke chain might work....just practice running him and when he drops his head give the chain a slight jerk.....praise him when he does the right thing

I found that the one thing you can never force a dog to do in the show ring is be happy - and that's one thing you definitely need if you want to win.
The best way to teach him to keep his head up is not by popping him with a choke chain - use a clicker. Clicker training produces fantastics results for anything from obedience to show handling to agility and is even used for bird dogs.
What you do is start out by clicking him for keeping his head up for 2 steps, then 3, then 6, then half way around the ring. You click as he's lifting his head, then treat. The timing of the click is crucial - you need to click as he's lifting his head.
Clicker trained dogs also develop more confidence because they have control over their consequences. They're more enthusiastic because they expect pleasant results.
You don't need to continue with the clicker, as your dog learns, give a verbal command, and this is what you use instead of the clicker.

I take my young dogs out onto the lawn, and just heel them around. Make sure that the lead is as high up on the neck as possible (right up behind the base of their ears). Then, when they lower their head for a sniff give the lead a strait up "pop" with the command "head up". It is imperative that the correction is a light pop from a loose lead. and not just trying to drag their head up with a tight lead. You will be surprised how fast the pup gets the idea that it needs to pay attention to you instead of paying attention to things on the ground using this method of correction.

Tight lead,pop if needed,TALK to him,move out more(hard to "vaccuum" at a faster gait!)bait-w/a CUE word!!!!There ARE handling classes,you know. GO to a bunch.

try putting treats in your pocket. See if the sent from that will work.if not get one of those thin chains like you see on the tv dog shows and force him to keep his head up and put it right behind his ears.

keep a treat in your hand (or in your pocket). let him smell it, but don't give it to him... in addition, the lead you are using may not be properly place behind the ears (not around the neck) but close to his jaw line. this is a physical restraint against putting the head down.
