Firstly: Article 1 Control of Dogs Order 1992 states: Every dog while in a highway or place of public resort, shall wear a collar with the name and address of the owner inscribed on the collar or on a plate or badge attached thereto.

Secondly: Section 2 Dogs Act 1871 states: Where a dog is regarded as being dagerous, either because it has attacked someone, or because it has worried livestock and is not kept under proper control, application maybe made to the court for an order to be made for the dog to be kept by the owner under proper control or destroyed. It is an offence to fail to comply with such an order.

Thirdly: Section 28 Town Police Clauses Act 1847 states: Where the Town Police Clauses Act applies, an offence is committed by any person who in any street, to the obstruction, annoyance or danger of residents or passengers, suffers to be at large any unmuzzled ferocious dog, or sets on or urges any dog or other animal to attack, worry or put in fear any person or animal.

Fourthly: Section 3 Dangerous Dogs Act 1991 states: An offence is committed by the owner and, if different, the person in charge at the time if a dog is dangerously out of control in a public place ............ This act talks about the dog injuring a PERSON.

Section 1 of the Dangerous Dogs Act refers to specific breeds of dog (Pit Bull Terriers, Japanese Tosas etc.) where there is an offence to have them in your custody or possession, sell, exchange, make a gift of etc.

So, if you can pinpoint the owner of the dogs etc. you should probably make a complaint to the police. When you say your dog was attacked, did it suffer any injury? Did you have to take it to the vets? Etc. etc.

And it is worth noting that many of these acts refer to PEOPLE or LIVESTOCK so you need to read them carefully.

I´m from Gibraltar but live in Spain. Here it is illegal to have dogs of their leads + you need to have certain dogs with muzzles and adecuate insurance cover + you as the owner must undertake a course to be given a licence that you are adequate enough to handle your own dog.

Even though it is obligatory alot of councils care 2 hoots about this law. Luckily for me in Andalucia, 1) they protect animals a lot with law
2) animal laws are enforced strictly

It is a pity this type of law is not enforced in the UK as Gib has the same laws and you do get a lot of people who entice their dogs to attack

In most places the dogs need to be on a leash. If your dog was on a leash and the other person's wasn't you should call the police. The owner will be responsible for your vet bills and probably get a fine as well.

My dog has to stay on his lead because he chases other dogs and scared them and wont come back again. I brought him an extending lead so he can wander a bit, we did let him off the lead at Sutton on Sea cos it was out of season so hes allowed on the beach and it was wet and windy and totally diserted so we ran up and down the beach and he went swimming in the tide pools and loved it but I would be deverstated if another dog bit him so wont risk it and I cant affored someone elses vet bills if he did cause damage

You can sue that owner for any bills incurred at the vet and for punitive damages. It is NOT ok for dogs to wander around attacking other dogs and if that owner was present, he/she should have stopped it.

I do not know how to go about it, but I know it can be done. Talk to a lawyer right away. And write everything down-document everything. Time, place, what happened, pics if you have them.

Good luck. I'm sorry about your dog. That must have been devastating.

In my city there are leash laws. Dogs are not to be running loose, but no one pays any attention and dogs running is a big problem.
The police have had to shoot 3 this year that were attacking people.

Yes. Most cities have leash laws(contact your local police or animal control). If you or your dogs required medical attention, make sure to give the bills to the other owner.

By law, dogs must be kept on a lead at all times when in public places. They also have to wear a collar and id tag.

Your poor dog, i think dogs should be on a lead on the streets but should be able to fun free in non residencial areas only if the dog is trained and not vicious.
I think if there is no law on keeping dogs on a lead on streets then there should be its not only safer for us but for the dog aswell.
