According to a web based science exhibit I read it appears that indeed water could be decribed as having a particular colour. A 3 metre long tube of water can have a slight blue tinge because of the molecular properties of H-O-H bonds ( hydrogen bonds) which can absorb certain frequencies of light, for example some red is absorded making it appear slightly blue.
