First off, the appearance of viruses would indicate Biological Warfare, not chemical warfare.

Second, what new viruses?

Third, have you ever heard of the theory of evolution? Well, bacteria and viruses evolve, too. That's why we get new strains of flu every couple of years. So the "new deadly viruses" you refer to could be just natural mutations of existing strains that happen to be more virulent.
