It depends where you are going from. I imagine you are not from the EU, otherwise you wouldn't need a visa.

France can be quick or it can be very slow about things. It's noted for wanting all forms in quadruplicate.

If you wish to get settled in France with your European Union member spouse, you need to apply for a short stay visa valid for 90 days, before departure. Once in France, within the first 2 months after your arrival, you have to request a residence permit ("carte de séjour") to the closest Préfecture of your place of residence in France. Application for a long stay visa before departure is not needed.
Your passport bearing the visa, the marriage documents, and your spouse's European identity documents in addition to further documents will be requested by the Préfecture.
