The question is asking how many YOU should wear so I'm assuming you are talking in adult sizes.
I'm incontinent and have to wear diapers 24 / 7 because of a medical condition. During the day I wear one cloth diaper. These are contour diapers that I have made myself and they have two outer layers, one of terry and the other of micro-fleece. Inside there are 6 layers of terry in the soaker panel.
Besides the one full diaper I also lay at least one maybe two soaker pads inside the diaper. These soaker pads are prefold cloth baby diapers that have been folded in thirds and sewn around the edges to hold it that way.
This works real well for a daytime diaper and gives plenty of absorbency and I can make it through the day most of the time figuring I can make it to a bathroom at least once and not have to use the diaper.
For my night diaper I use three soaker pads covered by a diaper and then two more soaker pads covered by a second diaper. This is a rather thick diaper figuring I won't get up in the middle of the night so I need the extra layers to soak up my pee. I've never had a leak with this type of night diaper in the time I've been incontinent (6 months?).
You need to make sure your plastic pants fit well. I made my own so I know I have a good fit. They need to be snug around the waist and leg openings to help prevent leaks. I also use a one inch wide elastic for those openings so that I get a more comfortable fit without the elastic digging into the skin.
You just have to try different ways to see what works best for you and what doesn't show during the day when you are out and about.

When my children were in cloth diapers, I used 2. I would fold one up into three folds and put it in the middle of the outer diaper. Sometimes at night I might add an extra layer, but if it was too thick it appeared uncomfortable.
Be sure the plastic pants fit well. They should fit around the legs so as not to leak, but not tight enough to leave rings in he legs. Also, the extra padding should only be to prevent leaking from each time the child uses the bathroom, not so you can change less often. Cloth diapers hold the wetness against he skin which if not changed promptly will cause irritation.

Our newly adopted 14 year old daughter wears 10 flat cloth diapers in the 24x27 inch size under her plastic pants.we have her in them 24/7.For her baptism and christening two weeks ago,we did 14 cloth diapers and babyprint plastic pants under her pretty white baptism dress.
