But i think most important way is by listening and understanding that person. He should feel like he is talking to someone who really cares and will do everything to make him feel comfortable.

Well I belive that emmotions are the first thing, and if this person has some feelings for you he must come to you anyways, however if this is only one sided it may or may not happen, because love just happens, one can not force someone to love other people. Food, Sex, good conversations everything is else is a part of whole package.
