Is she in Pakistan and you want to take her to the Netherlands? Contact the Pakistani Office for Immigration. Or whatever office handles the granting of Visas. Do you want her to live with you in the Netherlands or are just visiting? If she's going to become a permanent resident in the Netherlands than it would probably be a good idea to contact the Dutch Embassy closest to you and find out what they require.
