I'm sure some Irish and Scottish wiccans do, but since wicca is a new religion made up by some British guy 50 odd years ago, most probably don't. Now if you were talking about other witches and pagans. More do than wicca

Not obligatory to learn another language.unless you want to. or if your circle is one of the Celtic forms and want to do their rites and rituals in the Celtic language of which there is more than one. such as Irish and Scottish are similar languages . some of the words are tricky if you pronounce them the wrong way . one will get you a pat on the back in one country and the same word in the other will lose you some teeth at the least.
