Oh man, who can really answer that? Christ is ever drawing all mankind to the Truth of who He is through the workings of the Holy Spirit. But I think I'd have to say that why some are open to Christ and others cold or indifferent is a mystery. Some just get it sooner than others. Let's just pray that all will get it before their last breath here on earth.

Humans have received the gift of free will. How we use it is up to each of us.

Life experiences, education, upbringing, mental inbalance all influence our choices.

For a person who has only seen poverty, illness, war, violence, etc., it would be hard for them to have a soft heart towards Christ.

Unfortunately the cold hearted folks are not knowledgeable about Christ.

Soft hearts result from a willingness to hear the word
Cold hearts result from past experiences that affect their outlook and its also an unwillingness to hear the word.

He didn't exist, so what you are probably interpreting as a "cold heart" is indifference or rejection of the outrageous claims made about him.
