get the guys attention with small yet meaningful glances, then lock eyes with him at least once, and play hard to get after u see u have peaked his interest.

Study the guy in question what does he look at when a woman goes by? Does he glance at her derrier , does he glance at her breast legs or her feet? Once you know play that up .Go ahead and talk to him sit down next to him . Touch him a lot nonsexualy . Keep touching a lot nonsexualy .Touch his arm his shoulder . Compliment him on a physical feature you like about him . If wears cologne say stuff like god that stuff smells so good ..Keep touchinh him nonsexualy .He will now make his move . If not ask him

the best way is sit right down next to them in the food court;
if the place is crowded like it usually is... ask if you can take a sit... its as easy as 1-2-3.. if the answer is yes...introduce urself... and dive into a convo!
