You called an acquaintance three times and she did not return your calls, then you wrote her a letter letting her know that you called and she did not answered you. Then you receive the following note:
Although I have been having phone problems the main reason I didn't call u back is because I thought you would be in town and I wanted to avoid having to explain to you that unfortunately, for personal reasons, I would no longer be welcoming you to stay with me. Although the times you stayed with me it was good.
I know that isn't the only reason you call. I was a coward then but now I'm brave to admit it.

Maybe she can't afford to have you stay with her, financially and/or emotionally. Some people just need their own space, and she has a family, then they need their own space.
Find another place to stay, carry your own weight. You will love yourself for proving your own space, even it it's just a hotel room while you're in town. Your own space. I love my own space.

I would feel like this was not a friend, or someone I wanted to remain acquainted with. She knows you don't just call to stay with her, but she can't talk to you or call back when you call. Then she had a good time when you stayed, but you are no longer welcome, with no explanation, and she doesn't even wait for you to ask then tell you, she just shuns you.
Thank her for her letter, then never contact her again. She has some kind of issue you don't want to get involved with.

Even though she was a little late, she was honest with you so just accept the truth and move on...

Deal with it, she should have explained sooner but she did explain.
A letter, note whatever saying, "OK, thanks for letting me know. Good life"
