First of all, that rumour that Canada has closed its borders to immigrants is one of the silliest things I have ever heard. There is no such thing.
Second, you must get permanent resident status before you can even apply to become a Canadian citizen. Once you become a permanent resident, you must reside in Canada for 3 years out of the 4 years preceding the date of your application for citizenship.
To apply for permanent resident status, you must apply and just follow the link a previous answerer gave to get information about that. It can be a very long process depending on which country you are from. To keep your PR status you must physically reside in Canada every 2 years out of 5 years. There are financial and medical requirements that you must satisfy so that you application is not rejected.
True, you can apply on your own if your case is straightforward. However, if there are "financial" and "medical" issues, it's best to hire a lawyer.

I live in one of the states that border Canada. There is a strong and persistent rumor that Canada has closed its borders to new immigration. You might want to check into that rumor first before even starting the process of citizenship.
